The authors propose a kinematic analysis of the cut-map of inner surface treatment processing circuits of internal surfaces of tool rotation with two cutting edges. The authors consider how the diameter of the workpiece and the cutter, the number of cutting teeth of the cutter and their geometry and parameters influence the cutting layer parameters and the quality of the processed surface.
High precision wide-range compressed airflow meter - a fine movements meter

The aim is to develop a design procedure, creation and study of characteristics of a high-precision wide-range airflow meter - a meter of small linear and angular movements which is built on the basis of an adjustable “flapper-nozzle” orifice. For reading service-differential and power characteristics of the flowmeter a compressor-batcher was used, it provided a stable and deterministic mass flow rate of compressed air. The prototype was a wide-range flowmeter, its experimental characteristics were received. The method of calculation and the experimental data can be used to make pneumatic automation devices.
Application of accelerometry for research of dynamic mechanical properties of materials in complicated environments of measuring

The authors carried out experimental studies aimed at development of variants of systems of continuous electric communication with the accelerometer under the conditions of application of terminal ballistics accelerometry (TBA-technology) to impact of a rigid body at an angle to the surface of the medium under test. A particular case of TBA-technology was tested under laboratory conditions for the case of inclined impact of soil medium along with defending screens. The algorithm of retrieving data on dynamic mechanical properties of soil medium using registrations of deceleration history of a rigid projectile during the penetration process into the medium under test was debugged. The developed technology is suitable for obtaining data on dynamic mechanical properties of soil medium in the range of sub-sound impact velocities.

The article presents a review of previous studies on thermal effects during fuel injection. It was found out that the most important is fuel heating as a result of heat supply from the walls of the fuel pipe and due to compression. As of today, no one has studied yet the degree and causes of heating of fuel pipe walls during a benchmark testing of diesel engines and during operation in the engine compartment. It is not known to what extent this is affected by heating of the fuel system when heat comes from other parts of the and from hot air around it. The authors suggest that during the use of diesel in the engine compartment fuel heating will be higher than during benchmark testing of the diesel engine. This paper shows what solutions are used to reduce fuel heating in diesel and gasoline engines to date. The authors propose to study the possibility of applying insulating materials in order to reduce fuel heating in the fuel system of a diesel engine.
Determining the impact of basic geometric parameters drain pump NM 10000-210 on its performance

 The paper describes the choice of main criteria for assessing the quality of building a drainage pump NM10000-210. The aim of selection of the main criteria is correct assessment of optimization of building drainage through simulation program STAR CCM +. According to simulation results values ​​of evaluation criteria for 20 sample points were obtained. Further, after analyzing the simulation results and geometric parameters the authors defined ranges of changed geometrical parameters for which the quality criteria of profiling have the lowest / highest values. They suggest choosing the settings jointly by two criteria of quality assessment, while the determining criterion is minimization of friction losses.

Mathematical dependence of physical-mechanical properties of snow cover as support base for movement of vehicles

The article systematizes information about characteristics of snow cover significantly influencing cross-country ability, movability, mobility, energy efficiency and other properties of the vehicles. The authors provide equations of the most important communication parameters of snow cover condition, such as density, hardness, rigidity, cohesion, coefficient of internal friction, moisture, temperature, relative deformation, shear which are obtained from experimental data. Basing on the analysis of these dependencies the authors specify existing models of snow which are used to describe interaction of an engine with its support base.
Comparison of rotary parking lifts with ordinary parking lifts

The article covers a comparative performance analysis of ordinary parking lifts and rotary parking lifts, taking into consideration calculation of expenditures: purchasing and installation per one parking place. Two types of parking lifts were considered: a rotary parking lift and a parking lift with two cabins. Main stages of their operation were emphasized. Based on the results of this work, conclusions re efficient use of rotary parking lift were made.

Stabilization of nonminimum-phase multi-input affine systems

For multi-input nonlinear dynamic systems the problem of state feedback design stabilizing an equilibrium point is solved using the method of virtual outputs. Affine systems are considered for which smooth function (a system output) defining transformation of the system to a normal form with a vectorial relative level of an output (2, …, 2) is known. If zero dynamics of the system isn't asymptotically stable, that is the nonlinear system isn't minimum-phase, for the specified class of systems necessary and sufficient conditions of existence of such new outputs having the relative level (2, …, 2) for which the corresponding normal form has asymptotically stable zero dynamics are proved. The received results generalize the results received earlier for affine systems with scalar input.
Feynman formulae for a parabolic equation with biharmonic differential operator on a configuration space

The Cauchy problem for a parabolic partial differential equation with biharmonic operator and additive perturbation is considered in this note. Such equations are used in different  domains of physics, chemistry, biology, and computer sciences.  The solution of the considered problem is represented by Feynman formulae, i.e. by limits of iterated integrals of elementary functions when multiplicity if integrals tends to infinity.  The main part of these formulae is proved  with the help of Chernoff's theorem; some formulae are obtained on the base of the Yosida approximations.  Different types of Feynman formulae are presented in this work: Lagrangin and Hamiltonian. Lagrangian Feynman formulae are suitable for computer modeling of the considered dynamics. Hamiltonian Feynman formulae are related to some phase space Feynman path integrals; such integrals are important objects in quantum physics.

Numerical simulation of aeroelastic vibrations of profiles using the vortex element

The author studies a model problem of aeroelasticity in which a profile is flown by a two-dimensional flow of an incompressible medium. The profile contour is elastodeformed. To determine elastic deformation of the contour profile the finite element method is used. A beam with six degrees of freedom and a constant cross-section is considered as the final element. For numerical solution of the equations of the profile dynamics the method of expanding to their own forms is used. To calculate the parameters of the flow and unsteady aerodynamic load of the profile the vortex element method is used, it is based on the Lighthill-Chorin model of flow vorticity. Profiles of ellipse and wing are considered as model problems. The main parameters of the design scheme were selected on the basis of aerodynamic characteristics of rigid profiles. The results obtained for the elastic profile show the impact of elastic deformation of the profile on emerging unsteady aerodynamic forces.

The article considers design features of fuzing devices with conventional artillery ammunition. The author defines their interconnection with operating conditions of the munition, their dynamics and the nature of target. The author provides assessment of fuse functioning in their practical application during fighting. The “trademark” concept introduced by the author allowed to analyze design of typical fuses in these munitions and to reveal their fundamental differences from the design of fuses with a different type of ammunition. The material presented in the article is of great interest to graduate students of universities and industry experts.
Efficiency of detecting penetrating radiation in "Meteor" satellites

The authors consider methodical and practical questions of detecting penetrating radiation in "Meteor" satellites as one of the important factors affecting the equipment operation in space. To implement dosimetry estimates the authors calculated active threshold energies and geometric factors for Geiger, Cherenkov and scintillation detectors of penetrating radiation which are included in the complex KGI-4S satellite "Meteor-3M» № 1 designed to detect particles with energies up to 600 MeV for protons and up to 7 MeV for electrons .
Laser gas analysis of multicomponent gas mixtures in case of rough known matrix of gas absorption coefficients

The paper describes the problem of gas reconstruction in laser gas analysis in case of rough known matrix of gas absorption coefficients. Signal processing procedures based on the projective method were described for the differential absorption method. It was shown that use of projective method allows to solve the problem of gas reconstruction for multicomponent gas mixtures in case of rough known matrix of gas absorption coefficients efficiently.

Progressive coding of audio by means of singular decomposition

The author considers the current best approaches to progressive audio coding which use one-dimensional and two-dimensional transformations. The author proposes a new method for progressive coding which is based on singular decomposition and gives the error estimate of the main stage of the algorithm. The author describes the new codec which uses the proposed ideas. The author considers the system of testing audio codecs which was developed in MATLAB; it allows comparison of classical codecs with the offered codec in numerical experiments on 200 compositions of 20 different genres. In some cases the new approach is better than other existing ones, and in some cases it is worse. During the numerical experiments it was determined that the proposed modification in the Tukey window conversion improved coding parameters of all the tested codecs. The new approach can be combined with the conventional ones. The author gives directions of future research.

The author determines the minimum acceptable ratio of the sample time period of control signals and the switching phase voltage.
Statistical characteristics of discrete systems of phase locking

This paper provides statistical characteristics of discrete systems of first-order phase locking in the absence of noise, in contrast to most other studies which consider deterministic systems. One of the main research methods is the method of Markov and semi-Markov random processes and circuits developed by A.N. Kolmogorov and L.S. Pontryagin. The theory of stochastic systems of phase locking first emerged in works by R.L. Stratonovich and V.I. Tikhonov. Among the phase locking systems the main focus is on continuous systems whereas statistical characteristics of discrete phase locking have been studied to a lesser extent, partly because of diversity of discrete systems. The author gives an analysis of stochastic discrete phase locking with sinusoidal characteristics of the detector. The results of exact and approximate methods were compared for the first time. As a result, the main statistical characteristics were obtained: probability density of phase mismatch in the stationary and nonstationary modes, time left till tracking loss in pulse phase systems.
Methods of upgrading the standard modules typical configuration based technology platform "1C: Enterprise 8" with minimal modifications

In this article the authors propose a method of upgrading the standard configuration "1C: Payroll and HR budget entity 8" with minimal modifications of standard objects. The method consists of three schemes to change the types of configuration, through which one can describe the basic concepts of the subject area. The application of this technique allows to automatically install updates, to differentiate objects of typical configuration from objects that were improved. The authors show urgency of development of the proposed method in the implementation of the standard configuration "1C: Payroll and HR budget entity 8" in universities. Application of the method allows to refine the typical configuration of the structure, staffing and personnel records.
Comparison of modern solvers stiff systems of ordinary differential equations solvers C library SADEL

In this paper the authors present a comparison of various modern solvers of stiff systems of ordinary differentsial equations with C-solvers from SADEL library developed by the authors. A set of test caseswas  prepared by the authors; is consists of 6 stiff ODE systems with known analytical or asymptotic solutions. The test results are given in the article. The authors also present the basic theoretical information about the methods used in the testing of the numerical integration of systems of ordinary differential equations and considered various options of problem statement.
Sufficient condition of affine system controllability

This note deals with a controllability condition for affine systems with scalar control. The main assumption – the considered system is equivalent to system of a quasicanonical form, regular on all space of states. For regular system of a quasicanonical form the solution existence sufficient condition of a terminal task is received. By means of this condition it is shown that under some conditions the terminal task for regular system of a quasicanonical form has the decision for any initial and final conditions of system on any final interval of time. Thereby the sufficient condition of controllability for a considered class of systems is proved. A possible scope of the received results is the solution of technical systems control problems.
Overview of methods of creating systems based on temporal relational database

The article presents an analysis of approaches to implementation of temporal systems based on relational database. In this paper the authors give definitions of temporal data and temporal databases. The authors present approaches to time modeling on the basis of which the types of time stamps used in temporal databases are described. The paper identifies two main ways to implement temporal systems using current relational database: implementation of temporal support at the application level and expansion of the non-temporal relational model to the temporal one. As a result, for each approach the authors identified respective advantages and disadvantages.
Synthesis method for spinning flasks made of composite materials as part of the product life cycle management concept

All elements of inconsistencies and contradictions between the stages of production of composite cylinders by method of spinning were considered in detail. It was established that solution of occurring conflicts is possible in the case of unified information approach in accordance with the concept of product life cycle management. The authors propose a technique of creating the proposed system and the example of its work in the special case.
A hybrid global optimization method based on artificial immune system

The paper presents an original hybrid method of global optimization – SIA – which based on the artificial immune systems technology. The method represents extreme modification of the hybrid optimization method HIA (Hybrid Immune Algorithm) which uses mutation procedure for local search. On the contrary, in SIA method for this purpose the known SUBPLEX algorithm is used. The authors give a description of this method and its program implementation. In addition, the authors investigate efficiency of the proposed method and present the results of this research.
Global optimization based on methods of particle swarm, mind evolution and clonal selection

The paper gives short descriptions of the particle swarm, mind evolution and clonal selection methods. Hybridization of the specified methods and a description of the MEPSI hybrid method (Mind Evolution, Particle Swarm, Immune) are presented. We consider an adjustment of free parameters of the HPSI method on the basis of which the MEPSI method is constructed. The results of studying an evolution of the swarm generated by the MEPSI method, as well as the results of studying the efficiency of the method for known Shekel and Rastrigin benchmark problems are presented in this article. Besides, the paper presents similar results obtained during solving the seven- and thirty eight Lennard-Jones atomic clusters problem.

Tensor nonlinear structurally heterogenious materials

 Analyses of Novozhilov equations show that existence of tensor nonlinearity is due to the difference of values ​​of the shear moduli in the direction of the principal shear stresses. It is shown that materials which have different degrees of non-linear charts at simple stress state develop tensor nonlinearity where, with increasing stress state, the deformed state is significantly different from the decisions made ​​by models which do not take into account this effect. 
Anisotropy of sound in a magnetic fluid with internal rotation

The article presents an analytical study of hydrodynamic modes for a model of magnetic fluid with internal rotation. The author shows that there are three hydrodynamic modes in the ferrohydrodynamics model with internal rotation. The author obtained phase velocity and absorption coefficients for fast and slow magnetosonic waves, as well as for the modified Alfven wave type. It is shown that in the absence of an external magnetic field the ferrofluid with internal rotation does not have anisotropy of sound and has the properties of a homogeneous fluid. The article also presents a comparison of hydrodynamic modes of ferrohydrodynamics with internal rotation with hydrodynamic modes of ferrohydrodynamics with frozen magnetization.
Scaling relations in quantum multicomponent systems

This paper considers the uniqueness of solution to the variational problem in the method of density functionals. The authors investigated the scaling relations that arise in systems containing two types of particles, as well as in systems of charged particles in an electric field created by an outward charge. The possibility of using the virial theorem was studied. It is shown that for quantum systems of charged particles in the field of distributed charge the well-known relation is not executed; this relation connects average values of the kinetic energy of the system, of potential energy of particle interaction with the external field and with each other.

Electromagnetic compatibility of collector electric drive with three-phase AC power

The authors propose a completely new circuit solution of pulsed power collector electric drive by introducing adjustment of power consumption coefficient in a single-transmitter, which in contrast to the one-stage transformer. This solution, in contrast to the two-stage scheme with the Vien-rectifier and a step-down converter, contains no intermediate capacitive link of DC voltage. The scheme implements energy efficient and compact direct conversion of electricity consumed by the high quality of the current network, at the same time providing regenerative braking mode and return energy to the network in a wide speed range of the drive. It can be used in airborne sets and electric power plants, including - for advanced aircraft with an all-electric equipment.

Alternative ideal cycle of internal-combustion engine

Basing on the harmonic analysis of the indicator diagram, the author proposes a cycle in which pressure varies in a cosine curve. Due to the fact that the second harmonic also contributes to the mean indicated pressure, the author considered the ideal cycle option as the sum of two harmonics. In contrast to conventional cycles, the proposed cycle provides the smallest possible value of the maximum pressure at a given mean indicated pressure. The material of this paper can be used in development of advanced electronic fuel control systems in high-power marine diesel engines.
Experimental study of the characteristics of the small-scale centrifugal-flow compressor

This work describes an experimental study of the stage of a small-scale centrifugal-flow compressor which is necessary for development and improvement of closed gas turbine trigeneration. This trigeneration implements a combination of direct and inverse Brayton cycles and can simultaneously generate electricity, heat and cold for air conditioning needs. The scheme of the stand, method of determination of key parameters and relations needed to assess the characteristics of the compressor were also described in this work. The comparison of calculated characteristics of the stage with experimental data was carried out.

Evaluation and comparison of longevity of rods made of steel and titanium alloy in high power aircraft engine

The authors present results of calculations of endurance of connecting rods in high powered aircraft diesel engine made of titanium alloy BT6 and steel 36MnVS4 which is widely used in the automotive industry. On the basis of these calculations the author makes a comparative evaluation of durability of connecting rods under the assumed engineering processes. There is also assessment of the engine weight reduction and of the level of stress on mating parts.
Control characteristic of power steering gear reaction effect

Designs of power steering gears with a reaction effect are used in off-road trucks. In this article the author investigates a regulating system for reaction effect of hydraulic type power steering gear of a cross-country cargo carrier and justified the characteristic for the regulating system of hydraulic booster reaction effect. The author also introduced a concept of coefficient of informativeness. The mathematical model of steering control and the numerical experiment method were used. The author proposes a regulation method allowing to neglect reactive elements and simplify the design. The results presented in this paper could be used for developing perspective steering systems for trucks which are similar to those discussed and operating under similar conditions.

Conceptual model of virtual centre of public health services

There are considered the substantive provisions, principles, conditions and mechanisms of realisation in the form of the virtual centre of the new concept in public health services – the personalised medicine. The virtual centre unites all making elements of system of public health services on the basis of the general information field, providing information gathering, the deep analysis and an exchange of great volumes of the data. In this concept the important problem is creation of virtual human physiology. The virtual "copy" of the patient constructed by means of mathematical models of elements and subsystems of an organism, describes activity of physiological subsystems of the person and represents its virtual physiological image. Component of the general virtual model of human physiology is the computer model of biosystem «heart – vessels – lungs». The method of construction of this model on the basis of structurally-parametrical identification and its use for an estimation of a functional state is offered. Transition to the virtual form of the organisation of public health services assumes stage-by-stage realisation of separate projects. A priority problem of the first stage is creation of methods and means of express monitoring and an estimation of a state of health of the person. The prototype of the virtual centre of health protection is offered.

On the basis of this method the authors conducted field studies that evaluated the potential value of the property and confirmed the high value of the estate component of engineering production. The proposed method can be used in management of cost of business as well as balanced factors of a machine-building enterprise.

In this article the author analyzes a topical task of increasing the degree of objectification of results of automated methods for diagnosing the level of mastering teaching material. The author also describes key shortcomings of existent and widely applied diagnostic methods. The author hypothesizes the need for taking into consideration semantic and logical relationships between assignments for submission in diagnostic methods. He also proposed a  model of control and measuring material. Formulas for quantitative assessment of solution quality of assignments are defined and the corresponding algorithm of its calculation is given. On the basis of performance of the developed method and algorithm the author draws a conclusion on their solvency.

The author leads to the scientific and methodological treatment and critically evaluates common abroad, but virtually unknown in Russia, innovative educational project and a process technology MATEC - Marine Advanced Technology Education Center. Technology to a large extent, especially in the final phase of the annual life cycle, is based on competition of university teams MATE Competition held annually from 2001. Analyzing the experience of participation of Russian universities FESTU and BMSTU in competitions MATE in 2008-2011, the author comes to conclusion about the exceptional value of direct comparison of levels of engineering education in universities in the same conditions of competitive underwater site. The author shows that it is appropriate to use in the Russian Federation methodologies MATEC and PMBOK; also it will significantly increase the effectiveness of engineering education of specialists in underwater robotics and marine industry. General statements were illustrated by the examples of structural decomposition of submarine operations MATEC - 2010 and MATEC - 2011.

PAKISTAN: Lack of Funds Places Universities on Verge of Bankruptcy

The chair of Pakistan’s Higher Education Commission (HEC), Dr Javaid Laghari, warned last week that universities are about to go bankrupt due to shortages of funds, reports the Pakistan Observer.He was delivering a presentation at a meeting of the National Assembly standing committee on professional and technical training. Laghari stated that the HEC has not received funding from the Ministry of Finance for the past four months.
UK Immigration Staff to Test Foreign Students' English Skills

PAKISTAN: Regulators in Spat Over Non-medical PhD Teachers

The issue of whether non-medical PhD degree holders should be hired for teaching basic medical sciences subjects at public medical institutions in Pakistan has become a tug-of-war between the country’s two top regulatory bodies.The Higher Education Commission (HEC) had floated the idea of hiring non-medical PhD teachers in basic medical sciences to cover the countrywide dearth of PhDs with a MBBS background. But the Pakistan Medical and Dental Council turned down the suggestion on the grounds that such professionals were irrelevant to the medical field.
JORDAN: National Strategy Aims to Reduce University Enrolment

Reducing the number of students attending four-year universities and redirecting them to technical and vocational education is the main goal of the National Higher Education Strategy, Minister of Higher Education and Scientific Research Wajih Owais said last week, reports The Jordan Times.“The majority of Tawjihi [school] graduates in Jordan want to join universities regardless of the subjects they study or the potential for finding job opportunities after graduation,” Owais told The Jordan Times in an interview last Sunday, adding that although the job market is saturated with graduates from many four-year degree programmes, "people insist on joining universities".
